Job Advert Summary:-

Job Description

The Project Preparation Division has several third-party/donor funders/ Agencies/Mandates/Programmes that it
co-ordinates and manages on behalf of the DBSA. The role of Project Preparation Fund Specialist, amongst
others, is to provide end to end management of these donors and programmes from inception to completion.

Key Responsibilities

Strategic Focus:
1. In collaboration with the GE: Project Preparation and the Head: Programme Development set the strategic
and operational direction for the implementation of the third-party/donor funds, programmes and resource
mobilisation on behalf of Government and/ or other donors or funders.
2. In consultation with Head Programme Development Unit:
a. Conduct needs assessments and identification of funding sources for the project pipeline.
b. Assess, analyse, and propose funding sources for the project pipeline and work with management
in the allocation of Project Preparation Funds; and
c. draft and implement governance documents and project work plan/s.
3. Corroborate, verify, and validate that the funds are utilised as per the agreements with the various
donors/funders.
4. Oversee and manage the disbursement process against provisions of fund/programme contracts and
project facility agreements
5. Provide documented evidence to support fund/s utilisation per donor/co-funder within the agreed
timeframes.
6. Verify that all cost recoveries including management fees per programme are recovered for transacting
costs and for the utilisation of resources/skills from within the DBSA including the Project Preparation
Division.
7. Prepare or facilitate the forecasting, budgets and processing of claims with donors/funders and programme
owners. Monitor, track and report on approved budget and spending thereof per programme.
8. Develop funding forecasts for annual disbursements by collaboration with the various units within the DBSA
responsible for the implementation of the projects/programmes funded by these funds.
9. Oversee and / or prepare the programme logistics for governance structures of funds and programmes:
a. Memorandum of Agreements (MOA) are in place for each programme/donor/funder. These would
include any extensions or alterations to the MOA.
b. Track the progress and validate that each MOA is executed as per the approved agreement/s.
Escalate any deviations or issues or time delays.
c. Put in place measures to prevent programme delays by actively engaging the Unit Head, Project
Preparation and Specialists, other Lending Units support units within and outside the DBSA.
d. Provide documented proof to the Donors/Funders on procurement processes followed.
e. Prepare and make available reports to the Donors/Funders on processes followed in the deal flow
through the DBSA.
f. Provide documented proof that the governance structures and processes have been adhered to
and the funds disbursed are audited.
10. In liaison with the marketing and communications team, coordinate donor/funder webinars and develop
visibility and communication plans for third-party funds and programmes as required.
11. Provide procurement management support:
a. Prepare the required procurement documentation and submissions for the appointment of
Consultants/Service Providers and / or goods and services.
b. Review procurement submissions and ensure that all is in line with the PFMA, relevant legislation
and according to DBSA Procurement Policy.
c. Monitor the procurement process from start to completion.
12. Facilitate and manage the planning, execution, monitoring, control and closure of the third-party funds and
programmes managed by the Programme Development Unit are in line with the founding/governing
agreements.

13. Prepare and present progress reports as per implementation plan of all donors/funders/third-party funds
and programmes.
14. Facilitate and oversee the audit process for donors/funders/third-party funds and programmes
15. Develop a process whereby project/programme lessons learnt are stored in a digitalised and encrypted
format for ease of access and use by business and end users.
16. Maintain the donors/funders/third-party funds and programmes database and information repository and
ensure that all information is stored securely.
17. Any other duties assigned in furtherance of the LGSU strategy.
Stakeholder management
1. Build and maintain strong relationships with clients at global, regional, local levels including businesses,
banking and multilateral partners and government officials to further develop specific project preparation
opportunities.
2. Manage expectations from donors in line with the agreed MOA.
3. Ensure that donors, funders and programme mandates are communicated to the Programme
Development Unit, the Project Preparation Division and all other Divisions across the DBSA for ease of

regional institutions, SOEs and other DBSA clients and partners, and lead promoters, in accordance with
the Project Preparation Division’s objectives and products.
Key Measures of Outputs; amongst others:
1. 100% of MOA’s/Extensions/Changes approved and in place for all donor / funders / third-parties /
programmes within the agreed time-frames.
2. 100% accurate management of all donor, third-party funds and programmes as per the agreed key
performance areas and targets as listed above.
3. A clean audit.
4. Quality of Donor/Funders/Programmes database and ease of access to information.
5. Feedback from internal and external stakeholders.

Expertise & Technical Competencies

Minimum Requirements:
1. A post-graduate qualification or equivalent preferably in Finance
2. A minimum of 5 years’ experience of programme management or project management
3. Proven understanding and working with regional institutions such as SADC, COMESA, etc.
4. MS Office proficient including, MS Project, Power Point and Excel.
5. Demonstrated ability to capture and put together lessons learnt for business and end user benefit.
6. Knowledge of government, municipalities, development finance institutions, etc.
7. Proven ability of setting up and maintaining the Project/s database and repository of information.
8. Excellent facilitation, project/activity management and written and oral communication skills.
9. Exceptional computer skills – Microsoft suite – Word, Excel, Project Management and PowerPoint

Job Description Within the Delivery Excellence Unit this position reports to the Head Infrastructure Procurement. The purpose of this role is to manage the overall supply chain management operations of the Infrastructure Delivery Division with respect to the asset and contract management, procurement, demand management and tender processes, and to develop and implement supply chain strategy, manage and oversee the supply chain processes from end to end and monitor and report on supply chain policy.
Key Responsibilities Strategic Functions: Implement the strategic direction for the Infrastructure Delivery Division in terms of supply chain management by adhering to the compliance framework, policies and procedures aligned with supply chain regulations of the South African government as issued and managed by the National Treasury together with best practice supply chain management standards. This is done in collaboration with the Business Performance team. Ensure compliance of the Infrastructure Delivery Division with all relevant laws and regulations as it relates to supply chain management for the Infrastructure Delivery Division’s operations. Manage the implementation of the BBBEE scorecard and track and monitor monthly progress against the targets set in the scorecard. Ensure adherence to specific legislative requirements across specialised procurement, such as infrastructure. Provide support for the Infrastructure Delivery Division’s supply chain function and develop proper support systems, policies and procedures. Prepare procurement statistical reports for Executive decision making by preparing and managing the monthly, quarterly and annual supply chain management information. Ensure overall compliance of supply chain management and risk management of supply chain management. Facilitate innovation and efficiency improvements across the Infrastructure Delivery Division’s supply chain. Research and consolidates requirements across the Infrastructure Delivery Division’s projects and delivery. Serve as the centre of excellence for procurement. Provide visibility across the Infrastructure Delivery Division’s projects to remove duplication of resourcing and deliver efficiencies. Actively drive quality of supply and delivery from suppliers. Provide insight and input into lessons learnt and strategy revision. Operational Functions: Monitor and ensure consistent service delivery levels across the programme structures and the areas of improvement. Manage lead times of purchasing and maximise economies of scale. Oversee all aspects of the tender process and ensure coverage of legal requirements for the Infrastructure Delivery Division arising from all supply chain management processes. Conduct an ongoing review and provide recommendations on how to optimise supply chain management across the Infrastructure Delivery Division. Conduct detailed training and workshops with programme teams to increase ease of operations and relationship management with all supply chain management. Facilitate monthly demand planning meetings with programme teams to understand their procurement/tender requirements and feed into cash flow planning and working capital planning with the financial accounting team. Provide input into contract management process and the monitoring of performance of suppliers and improve/increase the Infrastructure Delivery Division’s focus on value for money spent. Manage supplier contracts. Set up committees in line with supply chain management regulations catering for adequate support and oversight centrally over bid specifications, evaluations and adjudication. Manage and control the risk register for supply chain management and the overall impact on the financial risks of the Infrastructure Delivery Division. Promote sharing of information and on the job training to ensure all team members in the Infrastructure Delivery Division understand the financial controls they are responsible for executing and what can go wrong if they do not uphold the spirit and soundness of the financial control environment. Expertise & Technical Competencies Minimum Requirements: Relevant supply chain management qualification with strong technical expertise. A minimum of 3 to 5 years experience in construction and civil procurement. Experience in professional service providers procurement for construction and allied industries. A strong career track record in managing the supply chain management function within a large, complex organisation with multi-dimensional businesses for a minimum period of 3 to 5 years. Strong understanding of and a strong commitment to good corporate governance, supply chain management regulations and laws and other regulatory requirements including the PFMA. Experience setting up of supply chain management business units. Exposure to supply chain management within the government environment is a minimum requirement.
