BACKGROUND

The illegal trade in wildlife and wildlife products has grown exponentially in recent years, largely driven by corruption and weak governance, rising demand in Asia, growing wealth, and expanding trade routes. Wildlife traffickers exploit the increasing connectivity of global transportation and gaps in law enforcement to minimize the risk of detection and undermine the rule of law.

High value goods such as rhino horn are primarily trafficked in air transport. As Africa is home to significant rhino populations, Southern and Eastern African airports are particularly vulnerable to wildlife trafficking and compromised governance due to the risk of corruption.

This project will improve the detection of trafficked products at points of departure through the use of automated detection technology. This project aligns with the South Africa, Kenya, and Namibia government’s efforts to address wildlife trafficking and in particular rhino poaching and horn trafficking as a priority crime. The key enforcement stakeholders in these countries regarding wildlife crime and anti-smuggling will either be directly engaged or coordinated with, depending on their roles and responsibilities.

The overall goal of this project is to reduce the ability of criminal groups to carry out and profit from poaching and trafficking of protected animals and their body parts originating from or transiting Africa.

JOB DESCRIPTION

Characteristic Duties:

The successful candidate will carry out technical and logistical project work and coordinate the planning, communication, and implementation of programmatic activities. The Admin Clerk will work closely with the GLO Project Manager, other TRAFFIC staff, and WWF partners to ensure that the project team operates effectively, on time and according to the donor’s requirements. The Admin Clerk is the key contact point for project implementation and reporting.

Specific Duties:

  • Responsible for engagement with partners and other agencies, as relevant, to support the delivery of recommendations to, and commitments of stakeholders involved in auto detection efforts within the aviation sector;
  • Coordinates the planning, communication, and implementation of programmatic activities for TRAFFIC under the INL funded Automated X-ray Scanner Imager Detection to Counter Wildlife Trafficking Project;
  • Communicates the work and results to interested institutions including the TRAFFIC Network, partners, and donors, and identifies opportunities for collaboration;
  • Responsible for engagement with private sector and government partners leading on the development of technology for wildlife detection and reporting;
  • Coordination and communication between relevant stakeholders working towards the development of wildlife detection technology;
  • Responsible for coordinating the Project Steering Group for the wildlife detection technology application project, including developing and updating project documents as required;
  • Responsible for coordinating the Informal Working Group on Auto Detection of Wildlife in Air Transport;
  • Review budgets and TORs;
  • Supports the review of deliverables against agreed TORs;
  • Contributes to the development, review and quality control of INL project material, including reviewing outputs and reports;
  • Work directly with field project personnel, donors, consultants and others to facilitate coordination, communication and regular reporting of activities;
  • Convene, facilitate and report back on calls, meetings and workshops (virtual and in-person) as required.
  • Represent TRAFFIC and INL with internal and external audiences as assigned.
  • Contribute to the identification of, and engagement with other initiatives that can support the sustainability of the INL project;
  • Support the identification of synergies with existing and/or future opportunities within TRAFFIC offices from the outputs of this project;
  • Coordinate with the project team on day-to-day project administration;
  • Ensure deadlines are adhered to;
  • Support project monitoring and evaluation;
  • Provide support as required by TRAFFIC Finance and Administration team during external audits;
  • Compile, review and edit project reports and annual workplans,
  • Support the development of communications materials relevant to the project;
  • Provision of information on the project as and when required from other TRAFFIC staff;
  • Any other duties relevant to the role.

REQUIREMENTS

  • A University Degree in a relevant discipline (e.g. environmental science, policy, business management, corporate responsibility) or related field;
  • Strong interpersonal skills, including experience working with high level partners, as well as navigating multiple teams with competing priorities;
  • Work experience relevant to nature conservation and/or illegal wildlife trade and transnational organised crime; or, have experience or evidence of a strong interest working in a conservation environment;
  • Experience with or knowledge of applying artificial intelligence and machine learning techniques to conservation would be advantageous;
  • Demonstrated experienced in stakeholder management and coordination, preferably with private sector and government;
  • Experience in navigating complex organizational and partnership structures;
  • Excellent communication and presentation skills;
  • Excellent time keeping, reporting and coordination skills;
  • Ability to work with remote teams and across time zones;
  • Fluency in English; additional language skills desirable.

                The Country Representative is responsible for the overall leadership and management of the office and its resources. This includes overarching responsibility for the financial viability and sustainability of the Office. S/he bears responsibility for the management of the offices human resources. The office is comprised of Programme and Project Officers, IUCN affiliate partners, Finance and Administration as well as Support staff – all of whom report to the Head of Office. The Country Representative is responsible for both individual performance as well as ensuring that all individuals across the different departments work together as a team.                 IUCN is seeking to build on the success of the Programme and consolidate and further develop this into a cohesive sub-regional programme – covering transboundary ecosystems as well as underlying drivers affecting biodiversity across South Africa and SADC countries. The Country Representative will play a lead role in this process, working closely with Regional Technical Coordinators as subject matter specialists.This will involve the following:Working the (regional and sub-regional) Programme team to clearly define strategic areas of focus, in line with the IUCN Global and Regional priorities and multi-year Programme;
                Identifying core issues and opportunities for project/programme development;

                Effectively planning for and mobilizing resources (financial, human and physical) necessary for the effective implementation of the Programme.S/he will also be responsible for ensuring that all programmatic initiatives are implemented. This will involve strategic oversight, ensuring that projects are realizing their overall results/objectives; high quality and timely delivery of outputs as well as efficient use of resources in line with approved budgets.                 The Country Representative acts as a liaison between IUCN and its constituency, particularly the IUCN membership at country level.               Qalifications and Experience

                • Education:-

                An advanced degree in natural science, business administration, international development, economics or related fields
                Computer literacy in relation to office applications (word processing, spreadsheets, powerpoint) use of internet and online communication tools;

                • Work Experience:-

                At least 10+ years of proven experience with:
                Demonstrated experience in working with international/regional organizations would be an asset;
                Proven high level of knowledge about policy and political issues in the sub-region related to the management of natural resources with demonstrated experience in engaging with relevant national and sub-regional forums and other policy processes ;
                Familiarity with established and emerging relevant conservation and natural resource management approaches, methodologies and processes – including Landscape/Ecosystem based approaches;
                Demonstrated experience with climate change adaptation and mitigation would be an added advantage;
                Demonstrated fundraising, budgeting and programme planning abilities and past performance, including experience of development and successful marketing of project proposals with donors, and subsequent delivery and reporting;
                Experience with result based portfolio and project cycle management, monitoring and evaluation methodologies and principles and facilitation skills;
                Demonstrated experience in facilitating the establishment of networks and multi-stakeholder participatory processes
